Rio de Janeiro (EFE) .- The Brazilian government is preparing a new law to facilitate the granting of visas to highly skilled foreign professionals, said an official quoted by the newspaper O Globo.The draft legal text proposes selective immigration process to encourage the "brain drain" of European countries where the crisis has raised rates of unemployment among highly educated professionals.The head of the Strategic Affairs Secretariat of the Presidency, Ricardo Paes de Barros, said he is still studying what are the limits on the granting of visas."It will be defined as far as our generosity. Solidarity must have a limit and fit within the capabilities of Brazil," said Paes de Barros the newspaper.The global crisis has affected Brazil to a lesser extent than Europe, has resulted in an increase of migration flows towards the South American country.Between January and September 2011 the Ministry of Labor granted 51,353 permits to foreigners, a figure which represents a 32.8% increase over the same period last year, according to latest official figures.The lack of highly qualified workforce is one of the major deficiencies of the Brazilian economy and affects 69% of the factories, according to a recent study by the employers in the sector, the National Confederation of Industry (CNI).However, the Brazilian government intends to introduce more restrictions on the granting of visas for unskilled workers, fleeing poor countries, as is the example of Haiti, according to Paes de Barros said.On Tuesday the president of Brazil, Dilma Rousseff, authorized the granting of visas on humanitarian grounds to about 2,400 Haitians who entered the country in recent weeks in the Amazon region, driven by rumors that the South American country aims to close the doors.
